Add a firing mode that only shoots once
Make that mode the default

Get EMP projector
Shoot with it
Only shoot once
Switch to auto mode
Shoot 5 times

Additional context

I can't reproduce the bug described in #36725 but I suspect that spending 250kJ with five shots instead of the 50kJ expected is the source of it.
