Release v1.6.0

A host can now have sign-ups reviewed before they complete, and Ante tells it when one is declined so the person can be told why.

Added

• Opt-in registration review with Ante:Registration:Review (off by default): a completed sign-up is held instead of completing, and Ante publishes OrganizationRegistrationAwaitingReview with the same contact and tenant details as OrganizationRegistrationCompleted
• The host decides by appending OrganizationRegistrationApproved or OrganizationRegistrationDeclineRequested (with a required reviewer message) to its outbox on the registration id; approval completes the registration as before
• OrganizationRegistrationDeclined is published once per declined registration with the person's contact details and the reviewer's message; a completed registration is never declined (#207)
• The lobby tells the person their sign-up is waiting for review, or that it was not approved, in English and Norwegian
• Documentation: Review sign-ups before they complete

• InvitationRejected is documented as a configuration problem for the host to correct, not a message to send to the invitee
