CratisPlanOptions.RepositoryRoot and CratisRenderingOptions.RepositoryRoot (default false). When the application root is the repository root, the scaffold also emits .github/workflows/build.yml (a backend job that builds, runs the specifications and builds Release, and a frontend job that generates the Arc proxies and builds the frontend) and .github/dependabot.yml, with every action pinned by commit hash. A profile and options that disagree on the option are refused with STAGE-CRATIS-001. See Repository-root option. (part of #401)
