Make RocNet the mesh protocol and defer FRED support - New page RocNet on the Mesh: RocNet frames on routed Zenoh keys, global power, halt and short reporting, fast clock, loco commands, devices, edge adapters, dashboard, stage 1 test with Rocrail, decisions R1-R9 and open questions, based on the official RocNet protocol page. - New page LocoNet Adapter: LocoNet centrals and module LocoNet devices as an edge adapter translating to RocNet, with the LocoNet message reference and the stage 2 Intellibox test. - The LocoNet distributed master page becomes FRED Throttles and the Distributed Master, marked deferred. - Architecture, Home and the RocNet compatibility page point to the new structure; FRED support becomes roadmap phase 8.
