v1.11.19

Fixed

• OpenClaw adapter and hook-pack no longer fail at module load time when
installed from standalone .tgz packages without the full repository tree
• verify:host:openclaw now packs and installs both OpenClaw artifacts as
tarballs, proving release-package loadability in addition to linked installs
