Decision debates by default (herdr addon)

With the herdr addon enabled and herdr-peers 1.1.0 or later in use, a v7
plan now settles each consequential decision — two viable options with
materially different outcomes, hard to reverse or cross-cutting, settled by
nothing in the repository — through a herdr-peers decide debate instead of
one agent's judgment:

  • create plans each one as a decision task, listed in the plan for
approval with its question, options, shape (Quick by default) and seat cap
    (create/decisions.md).
  • execute leads the debate without voting, journals every seat as a
read-only delegation before its ask, writes DECISION.md and records the
    choice in PROGRESS.md (execute/debate.md).
  • Nothing changes without Herdr: every precondition missing, or a failed
debate, falls back to the agent's own decision record and never blocks.
Turn the default off with config.py decisions debate off (the new
decisions key, spec/CONFIG.md §3b). Normative rule: herdr SPEC.md
    §6.4.
