Local development

nwm dev turns a recipe into a development environment for your own packages: local packages are linked into the
server, builders such as nebra watch run in the background and every saved file reloads the package in the running
server with package hotreload. See https://nwm.dasdarki.de/docs/local-development

• New recipe options: build, watch, output, local and reload hot|full for packages, tool, and dev for
  statements that only apply in nwm dev
• Packages with a nebra.toml are built and watched with Nebra automatically
• Package.toml is copied instead of linked, because the server rewrites it
• Directory junctions on Windows, no administrator rights needed, with a copy and sync fallback
• Deleting servers never follows links into your sources

Console control

• nwm server cmd sends console commands to background servers, nwm server attach follows and controls them
• nwm server stop stops background servers gracefully through their console, also on Windows

Fixes

• save dsl and save toml in the recipe editor did not write the file when it already had that format
