List and inspect the actions installed apps declare, read from the App Registry's /actions API (early adopter). Useful for workflow authors and AI agents.

• describe action shows every attribute the manifest declares, e.g. docs.inputSchema, docs.resultSchema and docs.guide, inline in every output format.
• Development tier. The API isn't deployed on every environment yet, so both commands are registered only when opted in: DTCTL_DEVELOPMENT=actions or dtctl config set development.actions on.

🔧 Maintenance

• Go 1.26.10 in go.mod, sdk/go.mod and all workflows (#719). Also shipped as v0.44.1.
• Dependency updates: toon-go 1.0.1, x/term 0.47.0, x/text 0.43.0, OpenTelemetry OTLP trace exporter, dbus 5.2.4 (SDK), plus the codeql-action, goreleaser-action, scorecard-action and create-github-app-token CI actions.
