Test Release of the Package

This release has the original version of the cron commands. The scripts haven't been optimized or validated much. The initial version of the dashboards are also present. More tweaking will be needed to make it efficient.

Important: The name named from ta-crontoolkit to TA-crontoolkit. This is likely to change again.
