First tag that publishes to the private Flickswitch hex repo. The
dual-publish step landed earlier but never ran successfully, so 1.1.2
is the first version available on hex.flickswitch.cloud.

Rust crate aligned to rustler 0.38. NIF version matrix reduced to 2.15
only; the 2.16 build and the RUSTLER_NIF_VERSION override are gone,
since rrule.ex names no nif_versions and 2.16 artifacts were never
listed in the checksum manifest.

rustler_precompiled requirement widened to "~> 0.8.2 or ~> 0.9" so the
package stays resolvable alongside mjml 5.3.1, which caps at ~> 0.8.3.

Private publish now targets mini_repo's own API through HEX_API_URL and
runs before hex.pm. The package no longer ships the Rust build output,
which had pushed the tarball past the 128 MB limit. The GitHub release
is forced out of draft, since consumers fetch the precompiled NIFs from
its assets.

actions/checkout and actions/upload-artifact bumped to v7. ex_doc
bumped to 0.40.3.
