Fix Windows startup without a separately installed Visual C++ Redistributable by building both pinset.exe and pinset-shim.exe with the static MSVC C runtime. Build, package and native verification paths use the explicit Windows MSVC target.
Verification: four-platform native CI passed. The Windows release pair passed startup, managed shim/private broker routing, deep checks and offline restoration. Its downloaded candidate ZIP and paired executable hashes matched the import reports; direct imports contained only Windows system DLLs and no delay imports.
This release uses the user's explicit 3.1.1-only verification exception. Local Docker full-suite verification was skipped, not passed; clean Windows without VC++ Redistributable and WinGet installation/uninstallation remain unverified. Dependency security audits and full SDK/editor/website/credential-store integration suites were not rerun. The complete exception record is preserved in local-verification.json. The ordinary gates for other versions, checksums, exact release inventory and build provenance checks remain in place.
The upstream Defender concurrency/scan error 0x8050111c is separate from this CRT repair. Published 3.1.0 assets are unchanged.
