Dependencies resolving

Added ability to resolve dependencies and install all mod types not only maps. Additionally added and copy/paste support if there is no modlist.txt file.

It looks for mods in the UGC##### format, so server config files are also fine.

tool to predownload pavlov mods from mod.io

requires a modlist.txt near the executable to work.

Will find correct modfolder from pavlov config file.

To create modlist to predownload you need UGC number from mod api. The number is the Resource ID of the map file on the website.
