Swaps the Apple ID + app-specific password flow for a .p8 API key so
notarization auth is scoped to a revocable, CI-specific credential
rather than a human account.  Secrets renamed: APPLE_NOTARY_USER /
APPLE_NOTARY_PASSWORD -> APPLE_API_KEY_ID / APPLE_API_KEY_ISSUER_ID /
APPLE_API_KEY_P8_BASE64.
