A more intuitive way to add property sets and add/change property values in bulk?

This might have been requested elsewhere, but haven't seen it. Would it be possible to add property sets and add/change property values in bulk?

Intuitively, something like the following steps would have added the property set and value to all the selected objects.

It's possible if you use the bulk property set editing tools below under IFC Utilities. I agree though that it's a bit hidden, and definitely what you've done seems pretty intuitive so we should make it work that way.

Would be nice to add additional functionality, such as adding the pset to the object, if it doesn't already have it, and then assigning the value.

@theoryshaw I've reverted your commit because there are unfortunately a few issues with it, one of which breaks #3193. I'll take a closer look perhaps tomorrow and do another implementation using your code as inspiration.

@Moult It's probably not, but if this is a relatively easy fix, I might be able to take a stab at it.

Perhaps in the meantime you can use the bulk property editor?
