v0.9.0-rc1: Add delivery group configuration snapshots (0.9.0-alpha)

Capture a delivery group's full configuration (group properties plus
access/entitlement/assignment rules, applications, power time schemes
and reboot schedules), show it as a searchable table, save it as JSON,
and compare a saved file with the current state. Read-only.

- Core: CaptureDesktopGroup over the worker protocol; per-section
  failures are recorded as warnings instead of failing the capture
- Core: DesktopGroupSnapshot file format (v1) and SnapshotComparer
  (match by name, runtime/ID properties excluded, order-only and
  not-comparable kinds)
- WPF: SnapshotWindow, DiffWindow, entry points in the delivery group list
- Log: capture summary per section (no property dump)
- Tests: smoke test covers the new windows; tools/SnapshotCheck verifies
  conversion, JSON round trip and comparison without a DDC
- Docs: spec, quick starts, READMEs, manual test K, release notes 0.9.0
