Variable Weather v1.6.0

The biggest update to the web app so far!

• Added Meteocons alternative for those struggling with performance (Work isn't done with this yet)
• Added modal radar, for larger viewing and better performance
• Changed font-awesome to bootstrap icons
• Changed how NWS API calls are made, resulting in fewer redundant requests
• Fixed timing issues regarding icons and the day/night cycle
• Many other small tweaks and fixes
• Removed defunct radarView.js, along with unneeded font-awesome files
