Update to base library on official CIE data + other minor additions
CIE has now published all official spectra (color matching functions, cone fundamentals, daylight spectra, V(lambda), color fidelity test spectra etc.) for free access (https://cie.co.at/data-tables). CIE provides all spectra with metadata, including checksums for verification. All CIE spectra are now accessible within this library, and all higher level functions now use the official CIE dataset.
Other minor additions include x/y information for Judd lines, updates to sRGB_to_XYZ.
