[ios18 support] add new case for Metal Version 3.2 that is on ios 18 -- reroutes MoltenMK to use version 3.1
- Add MVK_XCODE_16 macro definition. - Include tvOS version in MVK_XCODE_NN definitions, as Xcode 16 seems not to define iOS version in tvOS SDK. Might be an early Xcode beta bug, but it doesn't hurt to include this test anyway. - Support macOS 15 SDK, iOS 18 SDK, and MSL 3.2.
