Map legend on every map

• A legend in the top-left corner of every map: the status colours of what's switched on (machines, generators, vehicles, sinks) and a key for every other layer, grouped like the Layers menu.
• Hover a legend entry to dim everything else on the map ("Output full" lights up just the backed-up machines; a heading lights up its whole group). Hover something on the map to light up its legend entry.
• A Legend button next to Players hides or shows it on every map.

Production

• Stopped and slow machines show what they're stuck on under their status in the Machines table: the backed-up output (e.g. Polymer Resin on a Fuel refinery) or the missing input. No need to open each one.
• "Running" and "Partial" are now Running ≥99% and Running <99%.

Updater

• Update checks work on Windows PCs whose certificate store made GitHub's certificate fail ("unable to get issuer certificate").
• A second copy started on a port that's already in use now stops with an error instead of quietly sharing the port.
