Highlights

Suggested reviewers for collections awaiting review

When a collection is in "to review", the Records and Review tabs now list suggested reviewers, putting recent approvers first. The review progress bar was also restyled to use more horizontal space. (#3984, #3992)

The Review tab now shows when the review was requested. (#3996)

Better handling of unreachable servers

If the Admin can't fetch server info, the login button is disabled. If the server becomes unreachable after you log in, you now get an error message and a way back to the server list, instead of a spinner that never stops. (#3983, fixes #3876)
