LocationService v1.7.1

本版本修复运行后端停止时重复调用清理接口的问题。控制器在停止成功后不再再次调用 release()；只有停止失败时才使用 release() 进行重试，减少重复 Binder/API 调用并保留失败清理的重试能力。

同时移除了 Android Manifest 中与 Gradle useLegacyPackaging 重复的 extractNativeLibs 配置，保留统一的 Native 打包设置。
