MPPatch release 0.2.0-alpha.2

This is the first testing release for the v0.2.0 major patch version. It is updated to work with current versions of Steam and Civilization V, and uses a new binary patch rewritten in Rust. This version is not yet fully tested, so please submit an issue if you encounter problems while using it.

For now, the roadmap is to fix any more immediate issues found in the Lua or binary patches, then continue to rewrite the installer in Rust to make it easier to compile and maintain in the future. Unfortunately, Scala code is hard to distribute even with the help of native-image, due to the complexity needed to make sure GUI apps fully work when compiled using it.
