Unified Windows desktop plugin with MCP, circuit-design and setup skills. PR #13 is merged in main.

Validation: 337 root tests, 1269 design/transport tests; Windows/Linux/Rust CI passed. Native read-only acceptance retained all 73 protected file hashes.

Source plugin ZIP includes upstream license notices and Rust source; no Rust executable or Python runtime is bundled. Windows, separately installed Altium Designer and one-time runtime setup are required. Adopted runtimes depend on their selected Python/library executable until bootstrap or migration.
