Upgrade notes

• --tests and --skips now reject unknown plugin names (exit code 4) instead of silently ignoring them.
• The Docker image runs as an unprivileged user. Scan configs that only root can read from stdin, or add --user root.
• 0.10.0 is the last release to support Python 3.6–3.10.
