Failed to load the test config

I cannot repro this issue stably, it highly occurs when first opening a project
Steps:

1. Install test runner extension
2. open a project
3. Run all tests after loading tests

Result:
An error occurred shown below screenshot.
Run all the tests again and it will be successful
