Repacking fixes for large add-ins on Windows. In existing projects, update the SDK version.

Templates

• The code style names a literal argument unless it is the only argument of the call, as in version.Split(separator: '-', count: 2), and adds a blank line after a multiline statement.

SDK

• Repacking passes the ILRepack arguments in a response file. A large add-in no longer exceeds the Windows command line limit.
• Repacking runs through the dotnet host on Windows too, and accepts paths longer than 260 characters.
• Repacking requires ILRepack 2.0.24 or later.
