tmp.mount should not be started on nixos-rebuild switch

After adding boot.tmpOnTmpfs = true; to my configuration and running nixos-rebuild switch, my /tmp was mounted with a tmpfs by starting the new systemd mount.

I think this should not be a done at runtime, but instead be activated on next boot.
