Motivation for this change

Hyper Haskell is a fun little program which is a little tricky to set up in Nix. This package makes it really easy to install, and provides a hook for overriding the package set available in the environment.

It's ready to go now. I have taken [WIP] off the title now that the following two things are done.

• Merge Two fixes for nix HeinrichApfelmus/hyper-haskell#22.
• Regeneration of hackage-packages.nix after sharc-timbre might not be broken cabal2nix#276.
