jetbrains.plugins: add Catppuccin Theme, Catppuccin Icons, Rainbow Brackets, .ignore, and Makefile Language

Description of changes

Add catppuccin theme and icons:

• Catppuccin Theme
• Catppuccin Icons

And a few other useful plugins:

• Rainbow Brackets
• .ignore
• Makefile Language

Tested by running locally:

NIXPKGS_ALLOW_UNFREE=1 nix build --expr 'let pkgs = import ./. {}; in pkgs.jetbrains.plugins.addPlugins pkgs.jetbrains.idea-ultimate [ "catppuccin-theme" "catppuccin-icons" "rainbow-brackets" "-ignore" "makefile-language" ]' --impure

• For non-Linux: Is sandboxing enabled in nix.conf? (See Nix manual)
