Initial MIT-licensed public release, based on DEV_STATE Portable v1.1.

• Bilingual English/Japanese README, integration guidance, optional Codex adapter, fresh operation templates and self-contained release tooling.
• No personal chat state, receipts, credentials or private configurations.
• Core: 37 PASS, 1 SKIP (OS privilege prevents symlink/junction creation), 0 FAIL. Adapter isolated tests: 11 PASS.
• Three real core/adapter fixture events and Windows launcher checks passed; fixture state remained unchanged. Extracted ZIP verification passed.
• Target-client hook trust and real lifecycle delivery require independent validation. verify executes the requested command and is not a sandbox.
