Additive working draft: opt-in offline-consumer-v1.1 clarifies startup validation and compound-error precedence; the new GitHub issue-comment profile describes a direct, partial effect with explicit downstream unknowns. Core wire version, seven frozen contract files and the original refund corpus remain unchanged. Verified: 64 JavaScript and 115 Python tests, with Linux and macOS CI passing. This is not an adopted standard, certification or production authorization service. Companion integration and reports live in OndCo/Action-Effect-Bench.

First public working draft of Action Effect Spec.

  • 28 identified core requirements, JSON Schema, evidence and profile design.
  • Separately written JavaScript and Python offline consumers of the finite synthetic partial-refund profile.
  • Standard-library-only execution, with tested Linux/macOS workflows and symlink/import-safety regressions.
  • MIT license retained from the owner-created repository, plus contribution/provenance and security-reporting guidance.

The corresponding benchmark pins this exact implementation revision and provides public raw reports. Read the README and PUBLICATION.md for supported scope.

This is a prerelease proposal, not an adopted standard or certification. Description acceptance does not authorize execution: all consumer responses retain authority: not_evaluated. No real provider effect, live grant, signature verification or general program analysis is established by these tests.
