Short scanned PDFs without a TOC now render page images on V2 full ingest, instead of an empty whole-document chunk. Short text PDFs without a TOC still return their original page text.
Reviewed in PR #502. Complete PR CI passed (lint, typecheck, worker/API tests, CodeQL and secret scanning). Existing snapshots stay as-is; new full ingest after this API ships writes page citation images.
