A new Server.EnableSyncReports option is provided so that server operators can restore them remotely in the event of a future desync bug.

IgnoreVersionMismatchsetting, which appears to have been broken years ago (the setting is not propagated to the GlobalSettings) and stopped making sense when the server started doing things with the mod rules server-side.
