dsh-batch-triage 0.1.4

Documentation only: adds a Migrating from 0.1.2 section for the failOn: any change, explaining which batches now exit 1 and how to choose urgent / none.

This release also exercised the npm OIDC trusted-publishing path end to end (published with provenance).

dsh-batch-triage 0.1.3

failOn: any now counts a prefilter-decided needs_review as a finding, so a lone regression/wrong-result ticket no longer exits 0 clean. failOn: urgent and none keep their narrower meanings. Adds CI + OIDC release workflows.
