dsh-preclaim 0.1.3

Fixes two pattern alternatives that could never match (CJK count quantifiers and multi-hyphen phocinae- CLI names), adds a positive probe for every EVIDENCE_KINDS pattern, and adds CI + OIDC release workflows.
