An offline channel no longer gets the card for a full provider when a connection is
free. A channel trying its dead sources holds a provider connection itself, so the plugin
could see the provider full because of it, and when the channel fell back it got the card
saying every connection is in use. A full provider is now judged without the channel that
asks, and a channel back on the card within 30 seconds of being sent back to its stream gets
the usual card, since its sources were just tried and failed. The same channel is no longer
sent straight back to its dead sources as if waiting for a connection: it waits the usual
30 seconds. The log now says <channel> gets the card for a full provider each time that
card is given.
Height of the channels in use (%): where the lines start, from the top of the picture,
between 0 and 95. 58.5 by default, where they were in 0.7.0.
