How to move (not stretch) a circle before it's planted or committed

I select "elipse", then hold shift while making a circle. I let go of the left button and there's a circle with four control points.

HOW to I fine-tune the position of the circle??? When I move the mouse to the edge of the circle and press left-mouse, the circle changes to a SQUARE!!!!??????.
I cannot find any way to move the circle around to get it to the exact position I want. Surely there must be a way to position basic shapes, right?
