Stop-Service xxx fails with "Cannot open xxx service on computer '.'."

Steps to reproduce

On Windows OneCore VM, use PowerShell Direct to connect and attempt to run:

Stop-Service xxx

Expected behavior

Service stops

Actual behavior

cmdlet fails and service doesn't stop

this looks account issue..try running command in account having access, or run PS in admin mode.
