[WIP]: update working group definitions document & add autogen process

This PR adds in a way for us to have some automation and a way to query in a nicer way than the markdown file & adds some functions that can be used in adding users into a certain workgroup, aiding the PSTeam's abilty to get things done and quicker, particularly with onboarding new Working Group Members
