v2.9.6 — Suggestions tab + outside-window banner on recommendations

What's new

• "Recs" tab renamed to "Suggestions" in the unified Cluster section. Clearer to anyone who hasn't internalized the recommendation/migration vocabulary, and matches the existing "Suggested optimizations" tagline. The full section header stays "Migration Recommendations". The promote/demote layout menu and the per-tab count badge follow the same label.
• Outside-window banner on the Suggestions section: when automation is enabled but the current time falls outside every configured migration window, a slate moon-icon banner at the top of the section explains that auto-migration is paused and these recommendations won't be picked up until the next window opens. Banner copy makes clear that manual migrations from the per-card Migrate button still work — only the auto-migrate timer is gated by the window.
