PDC 3.2.0

Merge of PR #11 (backport/zano-amounts4-legacy-full).

Wallet: hardened AMOUNTS4 bare decoy selection

  • Gate on snapshot pool size: bare (global_offsets) path only when the embedded snapshot has a real count for the amount and the bucket can hold the ring; otherwise height-distribution selection.
  • Planner returns unique decoy candidates only, never the real gindex; wallet appends the real output itself after shuffling.
  • Runtime fallback to height-based selection when the daemon returns a scanty bare pool (for callers allowing fewer decoys).
  • CSPRNG (crypto::uniform_random_bit_generator) for decoy sampling, matching upstream Zano.
  • Embedded PDC mainnet bare-output snapshot (export_bare_outputs, genesis df35cba5... verified); HF4 at block 100 freezes the bare set, degenerate buckets (count 1) are gated to height selection.
  • Unit tests for both cases (big bucket / too-small bucket).

CI: macOS / Linux GUI / Windows builds dispatched on the PR branch were green before merge.
