Fixed

• With overscroll on, a touch fling no longer throws the content far
  past a limit that layout moved behind where the fling began, when the
  fling heads back toward it. A fling up at 1,000 units a second from
  357, whose limit fell from 400 to 100, drew the content about 20,650
  units past the new limit and brought it back over about 400 ms. Such a
  fling now stops at the new limit, as one moving away from it already
  did. Other flings, and all scrolling without overscroll, are
  unchanged.
