Fix Codex hook failures caused by generated dependency symlinks in the plugin cache. Python and dashboard dependencies now live in an account-scoped runtime outside the validated plugin package. Updates preserve runtime reuse, and uninstall stops runtime services before cleanup.

Update using npx --yes claude-smart@0.3.15 update --host codex with the same CODEX_HOME as your session.

Validated with local tests, real Codex hook discovery, cross-platform CI, and local/GitHub Codex review.
