0.0.10: fix: 移除未使用的 dsh-settings / dsh-host-webserver peer 约束

DSH 0.2.0-rc.2 会拒绝加载本插件：

这两个 peer 是 0.1.7 时代的遗留声明，lib/ 从不 import 它们：
Host 侧通过 ctx 获取服务，Client 侧通过 slots / locale / configForms 注入。
整个构建产物对外的 import 只有 @deepseek-ai/schemastery 与 node:fs/os/path。

DSH 的兼容性校验只看清单声明，不检查实际用法，因此该 pin 会在
每次 DSH 发版时产生虚假的「不兼容」拒绝：bundle 被整体跳过，
但 Web 服务照常启动 —— 表现为设置页里没有「自定义样式」，
而 profile 的 cordis.patch.yml 里 config 看似配好却完全不生效。

改动：
- 从 peerDependencies 移除上述两项，保留 @deepseek-ai/cordis（真实使用且满足）
- 版本 0.2.0 -> 0.2.1
- README 环境要求表更新为 DSH 0.2.0-rc.2，并补充上述症状说明；
  修正豁免文件路径的说法（实为 dsh plugin allow-version，非 compatibility.json）

验证：以 DSH 自身的 evaluatePluginCompatibility() 复核，
0.2.0 清单可逐字复现原报错，0.2.1 清单返回 undefined（通过）。
pnpm-lock.yaml 不记录 peerDependencies，--frozen-lockfile 不受影响。
