CI tests are broken

#142 produces a build failure, the CI test should not have passed.

Thanks for letting us know. Looks like the tool download failed, thus generating the VS import libraries didn't work.

I'll look into why it in a week or two.

With the move to GitHub Actions #155 , the build seems okay
