This PR gets all contracts onto the same pragma as the Optimism 6 series compiler which should make
mastertooptimismbranch code comparison more straightforward.Pragma change is a two patch bump. I don't see anything notable in 0.6.11 or 0.6.12. It's mostly small bug fixes and solc jumped a major version after 0.6.12
Have also added a tag within each license header comment which tells the ovm compiler to skip that file. As ovm targets are added on the main optimism branch, the tag will be removed. Including it by default on
mastermeans that master/optimism diff comparison won't automatically contain 140 solidity files.
