UWPA V1.1.0 test release

Update level: important

Changes:

  • Starts the new 1.1 release line.
  • Rotates About credits each time the About panel is opened so Blaine and Isaac trade first position.
  • Keeps the Control Panel title-bar icon matched to the tray icon.
  • Includes the automatic once-per-version update notification behavior from the 1.0.13 work.
  • Marks this release as important so older 1.0.x launchers that already have notification support can say "Update now".
