[IndexFilters] Add Edit Columns optional button

Revert for making #10580 part of v12.x.x

WHY are these changes introduced?

Closes https://github.com/Shopify/core-issues/issues/60377

We believe giving users more visibility to the move column actions will enhance their experience.

WHAT is this pull request doing?

1. Create an EditColumnsButton that handles the markup for the edit column action.
2. Add a new property to <IndexFilters/> called showEditColumns, that when is true, renders the <EditColumnsButton/>
3. Add storybook and test implementations.

@sirgalleto This is a breaking change. Removing these lines of code changes the type definition for Tab actions. Please make sure that when you are making significant changes like this you run /snapit and test your code in shopify/web. In the main branch when using this code it causes this error:

Type '"edit-columns"' is not assignable to type 'TabAction'.

To be specific it breaks the use-tabs hook in shopify/web.

We have two options that need to be actioned quickly (hopefully in the next 12 hours):

1. Revert this PR so we are unblocked from releasing Polaris
2. Add this code back so that the actions are not broken
