BulkActions.tsx: deactivate popover if selectMode is false.

WHY are these changes introduced?

When you select an item, then open the bulk actions menu, then deselect all items individually (not deselect all), then the bulk actions menu is still present. See example video.

WHAT is this pull request doing?

Adds a condition for the bulk actions popover that it only be visible if the BulkActions component has selectMode set to true.
