LACD v1.0.1 — patch release

Backward-compatible patch. Fixes real v1.0.0 defects and hardens the release/CI/governance chain.

Fixed

• Wheel now ships templates/ — clean pip install + lacd init works (was FileNotFoundError)
• Release bundle discovery: parse_template_bundle() supports three fail-closed formats
• ENFORCED no longer a false positive: versioned EnforcementPolicy verifies each item; unverifiable → UNVERIFIED
• Removed tracked build//.coverage; PRODUCT.md independence fix

Added

• lacd verify --local (zero network, for low-privilege adopter CI) / --remote
• status --json: dimensions.remote_enforcement.query (live|not_queried)
• lock.json source.commit + pin_strength (strong|tag-only)
• .github/CODEOWNERS, llms.txt, docs/agents/, docs/discoverability/
• README (EN/ZH) rewritten: positioning, FAQ, limitations — every claim backed by a runnable feature
